Abstract

Barabai Darat Village, located in the center of Barabai City, is the most densely populated urban village in Hulu Sungai Tengah Regency. Within this area, the Kitun Settlement occupies a strategic location with considerable social, economic, and cultural potential for urban development. However, rapid population growth has increased the risk of slum formation, highlighting the need to identify slum indicators as a basis for effective settlement upgrading. This study aims to identify the slum indicators of the Kitun Settlement to support evidence-based slum management and environmental improvement strategies. A qualitative research approach was adopted to obtain an in-depth understanding of the settlement conditions through direct field engagement. Data were collected through field observations, semi-structured interviews, and documentation, and analyzed using descriptive qualitative analysis to assess the existing conditions and identify slum characteristics. The findings reveal that the Kitun Settlement fulfills seven slum indicators, indicating the need for comprehensive environmental quality improvement. The study further suggests that effective slum upgrading should be supported by integrated planning, sustainable financing mechanisms involving collaboration between central and local governments, and strategic guidelines for slum prevention and settlement quality improvement. These findings provide an evidence-based reference for policymakers and urban planners in developing sustainable and integrated strategies for managing slum settlements in rapidly urbanizing areas.
